CCTV did work so WHY was I 12 hours in my car without being noticed?

At this time I had been unconscious in the front of my car in Buckland Hospital car park for nearly 12 hours. Obliviously the general public had no concern about my predicament, did they not realise, did they not care, or did they just not want to get involved?

The CCTV system for the hospital included covering car park, but this day was it possibly not working, did anyone check the monitors or were they unable to see my car?

On the Saturday Val went to Buckland hospital to get my car and had a look at the CCTV monitor in the reception where upon she could see my car very clearly. Despite numerous enquiries and letters about the car park and my incident it seems people don't matter as long as they can stop vandalism and cars being dumped in their car park. (It cast £25 to remove a dumped car, sow what does my LIFE cost?
